본발명의폴리우레탄수지의제조방법은, 하기아이소사이아네이트(A)에, 그아이소사이아네이트(A)의아이소사이아나토기에대한수산기의비율이 10몰%로부터 20몰%의범위가되도록, 하기알코올(B)을첨가하고, 산성인산에스터(C) 및힌더드아민계화합물(D)의존재하에서이것들을반응시켜, 프레폴리머를얻는공정(i)과, 30℃이하의온도에서, 상기프레폴리머에, 하기알코올(B)을더 첨가혼합하여, 중합성조성물을얻는공정(ⅱ)과, 상기중합성조성물에포함되는상기프레폴리머와알코올(B)을중합하는공정(ⅲ)을포함한다. 아이소사이아네이트(A)는, 방향족아이소사이아네이트를포함하는, 아이소사이아나토기를 2개이상가지는 1종이상의아이소사이아네이트이다. 알코올(B)은, 수산기를 2개이상가지는 1종이상의알코올로이루어지며, 알코올(B)에포함되는 1급과 2급의수산기의합계몰수에대해서, 2급의수산기의비율이 50몰% 이상이다.
