Provided are an ecological stream with the improved and eco-friendly natural fishway riffle and a method for constructing the same naturally formed by using an ecological sustainable structured permeability controlling system (SSPC) without finishing the bottom of stream (a river bed) with concrete, and naturally forming pool and riffle and also additionally making the function of fishways. The ecological stream with natural fishway riffle according to the present invention includes: a foundation mortar layer (20) that is formed on an initial ground layer (10) on river bed except for part of stream; a fixed layer (30) allows the lower part of natural stone on the put natural stone on the foundation mortar layer (20) to be fixed by the foundation mortar layer (20) and is formed by mutually fixing the additionally piled natural stones to each other by the upper mortar (32); an SSPC part (40) that is formed in the upper portion of the natural fixed layer (20); and a natural fishway part (50) that is formed as an ecological path (fishway) by stably arranging large stone (51) around a waterway in which the foundation mortar layer (20) is not formed and filling the space having a large clearance with small stones.
