PURPOSE: A carbon dioxide operation system and a method are provided to liquefy gas phase carbon dioxide generated from a liquid phase storage tank by using a carbon dioxide liquefying apparatus mixing the gas phase carbon dioxide and the liquid phase carbon dioxide. CONSTITUTION: A carbon dioxide operation system comprises a carbon dioxide evaporation line [CO_2 evaporation line](210), a carbon dioxide liquidation line [CO_2 liquidation line](220), a line mixing unit (223), and a carbon dioxide liquefying apparatus. The carbon dioxide evaporation line has gas phase carbon dioxide which moves being connected to an upper part of a carbon dioxide storage tank (110). The carbon dioxide liquidation line has liquid phase carbon dioxide which moves being connected to the carbon dioxide storage tank. The line mixing unit mixes the gas phase carbon dioxide and the liquid phase carbon dioxide being connected to the carbon dioxide evaporation line and the carbon dioxide liquidation line. A carbon dioxide liquefying apparatus is connected to the line mixing unit and liquefies the gas phase carbon dioxide.
