PURPOSE: A method for manufacturing emulsion water for fuel is provided to reduce the amount of air pollutants such as sulfur oxides and nitrogen oxides in the process of combusting emulsion fuel and to prevent the generation of oil-water separation regardless of long-term storage when the emulsion water is used by being mixed with bunker C oil. CONSTITUTION: A method for manufacturing emulsion water for fuel includes a step of mixing 80 weight% of water, 12-15 weight% of hydrogen peroxide, 1-3 weight% of sorbitan sesquioleate as a lipophilic surfactant, 0.10-0.25 weight% of ammonium salt as a denitrification agent, 0.10-0.25 weight% of quicklime as a desulfurizing agent, and 0.10-0.25 weight% of organic germanium. The water is nano-converted by being passed through a conventional wave device.
