PURPOSE: A power generation mediation and scheduling system and a method thereof are provided to mediate the usage of a reference power generator between the sub-systems in a communication system. CONSTITUTION: A reference oscillator(102) supplies a reference signal to sub-systems. A control unit(101) receives a request for converting the characteristic of the reference oscillator from a first sub-system. The control unit determines whether the request is processed based on the priority of the request. The control unit constructs the reference oscillator with preference elements of the first sub system in response to the determination of the request.
