There is provided a primer composition, the composition having a curing agent, a solvent, and epoxide resins; A curing agent may be reacted to the epoxide resin; Further, the curing agent can be cured, or an elastomer compound perfluoroalkyl having at least one cure sites (cure site), and a crosslinking agent or catalyst; Or (b) the absence of the curing agent can be cured to an elastomeric compound perfluoroalkyl, and perfluoro elastomer comprises a cross-linking agent or a catalyst capable of curing an epoxide resin. A primer composition according to the invention is used to bond the elastomer to the substrate compound perfluoroalkyl. The multi-layer article comprising a method of bonding a perfluoro elastomer compound to the substrate and a perfluoro elastomer, a primer layer and a base material are also provided.
