PURPOSE: A method and device for forming a flexible membrane are provided to able to reduce required time from a membrane dry process to separation process, to restrain a thickness deviation due to bandage of a movable support. CONSTITUTION: A method for forming a flexible membrane comprises a step a dope-flow process(131), a flexible process(132), a membrane heating process(133), a skin layer forming process(134), a membrane drying process(135), a membrane cooling process(136), a separating process(137), and a support heating process(138) which are repeated in order. The dope-flow process flows a dope(24) to an endless band. The flexible process forms a flexible membrane(61) from the dope. The membrane-heating process flatters a surface of the membrane by heating the flexible membrane. The skin layer forming process forms a skin layer on a surface of the membrane.
