본 발명은 지표수를 하층토에 배수하는 배수펌핑부재와 방법에 관한 것으로, 지면에 뚫은 여러 구멍에 기다란 배수펌핑부재들을 하나씩 설치하고, 배수펌핑부재들 각각에 다수의 채널들이 길이방향으로 형성되어 있으며, 각각의 채널들이 외부로 개방되어 있고, 배수펌핑부재들이 지면 밑으로 뻗어있으며, 배수펌핑부재 주변의 토양의 수분이 상기 채널들 안으로 들어가 채널을 따라 내려가서 채널의 하단부로부터 주변 토양으로 배수된다.
