The present invention discloses an insulation diagnosis apparatus for a power plant that is used for urban rail. It disclosed urban railway power equipment insulation diagnosis device including the SHF electromagnetic wave band detection of the present invention, RF sensor unit for detecting the electromagnetic wave emitted during portions of the power unit to discharge to SHF bands; electromagnetic wave detection signal from the said RF sensor unit an input receiving a log scale converted RF signal processing unit for outputting electromagnetic waves log signal; and, a digital signal processing the electromagnetic wave log signals and to overlap the phase sync signal detected from the external power supply and outputting a phase superimposed signal for the partial discharge analysis; to improve the reliability of the measurement of partial discharge detection SHF electromagnetic urban rail power equipment by detecting the partial discharge signals including up to and including the band adds to the stability of the urban railway power facilities.
