PURPOSE: A membrane and electrode assembly is provided to enhance ion conductance between electrolyte membrane and electrode catalyst layer and to manufacture fuel cell with improved performance. CONSTITUTION: A method for manufacturing membrane and electrode assembly comprises: a step of applying a composition for forming fuel cell, containing electrode cell catalyst, first ion-conductive material, and solvent on a first supply film to form a first transfer film; a step of applying a composition for forming air cell, containing air cell catalyst, second ion conductive material, and solvent to form a second transfer film; a step of transferring the first transfer film; and a step of transferring a second transfer film.
