A hot water boiler using electric heating is provided to offer superior thermal transfer efficiency by heating water in a cistern of the boiler with an exothermic member arranged inside of the boiler. An electric heating hot water boiler comprises the followings: a boiler cistern having receptive space; a warm water pipe(124) which is arranged in the receptive space; an exothermic member arranged inside the warm water pipe; a supplying unit(121) supplying the water; an exhausting unit(128) discharging the supplied water; a pipe(140) flowing a fluid into the cistern of the boiler; and a returning pipe(146) flowing the fluid into the receptive space.
