A system for reforming fuel is provided to ensure high thermal efficiency and hydrogen generation by optimally designing a heat exchanging network in order to recycle and collect waste heat. A system for reforming fuel comprises the following units. A first unit(10) includes a combustion reaction part and a reforming reaction part. A second unit(20), in which a reformed gas discharged from the first unit and air supplied to a combustion process of the first unit exchange heat, is connected to the first unit. A third unit(30) where a water gas shift reaction of the discharged reformed gas from the second unit takes place is linked with the second unit. A fourth unit(40), in which a combustion gas discharged from the first unit and water supplied to the first unit for a reforming reaction exchange heat, is connected to the first unit.
