A surface treated steel plate, which has a steel plate having a chemical composition containing, in mass %, 0.1 % or more and less than 3 % of Al, and a surface treating layer formed on the surface thereof, characterized in that it satisfies the following requirement A or B: A: an AlN precipitation layer is present in the base iron side in proximity to the interface between the above steel plate and the above surface treating layer, or B: an oxide of Al is present in the base iron directly under the surface of the above steel plate.
