PURPOSE: A call setup method for a PTT(Push-To-Talk) service in a cellular mobile communication system is provided to transmit a PTT signaling message while previously attempting a traffic channel setup, and to load the PTT signaling message on an origination message or a reconnect message, thereby reducing a delay caused by a PTT signaling message exchange. CONSTITUTION: When a traffic channel is not connected, a talker transmits a PTT request message to a PTT server through an R-EACH(Reverse-Extended Access Channel)(310), and immediately starts a setup procedure of the traffic channel(320). The PTT server transmits a PTT confirm message to ring an approval tone(330), and transmits an SDB-type PTT request message to listeners(340). The listeners perform a re-inactivation procedure with a wireless access network by responding to the PTT request message(350), and transmits a PTT confirm message to the PTT server when a setup of the traffic channel is completed(360). Voice packets are transceived between the talker and the PTT server(370) and between the PTT server and the listeners(380).
