PURPOSE: Provided are a method for extracting Phellinus linteus, green tea, Caryophilli flos and Rosae fructus and skin whitening cosmetics comprising the extracts which inhibit the generation of melanin on the skin, ameliorate a discoloration on the face and freckles, and have anti-aging effect. CONSTITUTION: A skin whitening cosmetics composition is characterized by containing the extract consisting of 5 parts by weight of Phellinus linteus extract, 1 parts by weight of green tea extract, 1 parts by weight of Caryophilli flos, and 1 parts by weight of Rosae fructus.
