PURPOSE: A device for controlling active uplink power of an earth station for a satellite communication system is provided to calculate an attenuated amount for an uplink signal in order to correspond to an amount of rainfall calculated on the basis of a beacon signal, thereby controlling power of the uplink signal in real time. CONSTITUTION: A beacon signal receiver(35) receives a beacon signal. A downlink attenuation calculator(392) calculates an attenuated amount of a downlink signal on the basis of beacon signal information. A rainfall amount calculator(393) calculates a current amount of rainfall based on the downlink attenuated amount. An uplink attenuation calculator(394) calculates an uplink attenuated amount based on rainfall information. A power control processor(36) controls a power level of an uplink signal based on uplink attenuation information. A processor(395) delivers the beacon signal to the downlink attenuation calculator(392), and supplies the uplink attenuation information to the power control processor(36).
