PURPOSE: In a method of the manufacture for a metal oxide, electrical, chemical and optical properties differ from degree of oxygen deficiency of a metal oxide. CONSTITUTION: In a process of the manufacture for a metal hydroxide, an oxygen deficiency was effectively induced by use of the active carbon which have an effect on properties of metal oxide, in the normal air pressure or inactive gas condition.
