The present invention relates to a thermoplastic high impact polystyrene (HIPS) polymer and a dimethyl phenol (DMP) modified asphalt binder and a method for manufacturing the same by mixing asphalt with a modifier containing HIPS and DMP. The manufacturing method according to the present invention comprises the steps of: (A) dissolving a mixture of DMP and HIPS mixed at a predetermined ratio within a predetermined temperature range; (B) heating asphalt within a predetermined temperature range; and (C) mixing the mixed solution of DMP and HIPS obtained from (A) with the asphalt.
