Provided is a method for manufacturing a copper-manganese oxide catalyst which can be activated at a relatively low temperature compared to a manganese oxide catalyst, which reduces energy consumption and manufacturing costs. A method for manufacturing a copper-manganese oxide catalyst comprises the following steps. A mixture of manganese salts, copper salts, and distilled water is heated to manufacture a mixed solution containing gel. The mixed solution containing gel are inputted to a reactor and pressurized by air. The mixed solution containing gel is released to a normal pressure while distilled water is inputted. The obtained gel is washed.
