The present invention includes a thermal expansion-type reinforcing material 22 as the reinforcing member (10) for receiving the fastener (26) for mechanically fixing the reinforcing material and the tubular carrier 20 to the carrier. Tubular carrier preferably has a continuous arcuate wall, the reinforcing material is accommodated in the outside. A plurality of annular elements in the reinforcing material is longitudinally spaced, it may be a long sleeve, or prism-like elements.
