カメラ(10)がプリセット位置に向けて逆転方向に旋回する場合、カメラ(10)は、オフセットパルス数分だけ追加で逆転方向に旋回して、その後更にオフセットパルス数分だけ正転方向に旋回する。オフセットパルス数分だけ正転方向及び逆転方向にカメラ(10)が旋回している間は、映像切出し部(15)は、カメラ(10)の旋回と連動した移動を打ち消す方向に、カメラ(10)の撮影範囲における位置が移動される領域内の映像データを出力する。
