PURPOSE:To make the position of causes of abnormality clear by making it possible to distinguish the abnormality of an IC card itself and the abnormality of a reading device itself. CONSTITUTION:A master IC10 having the capacity equal to or higher than the IC incorporated in an IC card 1 is used, and various inspecting data that inspect each part of a contactor 5 equally are stored in the IC. While the card 1 is receding in a drive roller side, the contactor 5 caused reading errors of information of the IC card 1 is connected to a contact 11 of the master IC10 by an actuator 6. Then, inspection data in the master IC10 is read by a microcomputer in a controlling section 9, and when it is checked that there is no reading error, the contactor 5 is regarded as normal, and the IC card is disposed as defective. When reading errors occur after repeating reading of inspection data in the master IC several times, the contactor 5 is disposed as defective, warning is issued to replace the contactor 5.
