PROBLEM TO BE SOLVED: To obtain a biodegradable coating material composition suitable for surface finishing of polyurethane fiber by formulating a biodegradable mineral oil as a base with a lubricating oil and an antistatic agent. SOLUTION: This coating material composition is prepared by formulating a biodegradable mineral oil having 2.5-100, preferably 2.5-50 mPa.s (at 20 deg.C) and 790-880, preferably 805-850 kg/m density (at 15 deg.C) and 0.770-0.810, preferably 0.775-0.805, more preferably 0.775-0.800 viscosity/density constant as a base with
