PROBLEM TO BE SOLVED: To line a tunnel economically with small material loss under work environment, in which dust is not generated and a lining material is not rebounded. SOLUTION: An arch member 1 is disposed on the inside of a tunnel inwall surface while air tubes 2... are disposed on the outside of the arch member 1 along the circumferential direction of the tunnel, and forms are constituted by sealing air into the air tubes 2.... Concrete is placed between the forms by the air tubes 2... and the tunnel inwall surface, concrete is cured, air in the air tubes 2... is extracted, and the air tubes 2... are shrunk and the forms are released. Accordingly, the lining method of the tunnel differs from conventional concrete spraying, dust is not generated and a lining material is not rebounded, and the material is hardly lost.
