PROBLEM TO BE SOLVED: To enable a clerk in charge promptly comprehend a situation in the case where a detector about a fire acts, but the situation can not be confirmed as a fire. SOLUTION: Signals issued from fire alarms 1a-1f are sent to the abnormality signal generating device 2 of a disaster prevention board and fed to an operation control device 3 as a fire signal. An abnormal signal judging section 31 judges whether a received signal is a fire control signal or the second control signal which can not be confirmed as a fire. In the case of the second control signal, a direct going elevator selecting section 32 selects an elevator which can directly go to a floor where a clerk in charge exists, and an operation control section 35 makes the elevator directly go to the above floor, and after the clerk gets in the elevator and detects, the elevator is made to directly go to a fire signal generating floor.
