An operator inputs the instruction indication 'which specification text be allotted in which allotment pattern within which unit grid in the grid 'from an input means 8. A allotment data forming means 4 executes the allotment processing basing on this instruction and stores the layout data which is the result thereof to the allotment data storage means 3. The image display means 2 displays the result of the allotment on the screen of the display 1 in accordance with the allotment data.
