PROBLEM TO BE SOLVED: To provide a scramble processing device, a descramble processing device, a scramble processing method, and a descramble processing method capable of controlling a degree of disturbance applied to an image. SOLUTION: The scramble processing device 101 comprises: a predictor 126 for predicting the feature quantity of an exchanged object block with reference to the feature quantities of adjacent blocks of the exchanged object block; a candidate extractor 123 for extracting an exchange candidate of the exchange object block from blocks other than the exchanged object block on the basis of the predicted feature quantity; and a scramble exchanger 122 for selecting the exchange object block from the exchange candidates by analyzing the feature quantities of the exchanged object block and the exchange candidate, to exchange the selected one with the exchanged object block.
