PROBLEM TO BE SOLVED: To provide a charging control agent and a toner for developing electrostatic charge image containing the same, in which the rise in electrification is rapid, superior electrification characteristics are shown, an image clear and with high resolution can be formed and which can be manufactured readily. SOLUTION: A charging control agent is a pseudo-agglomerate which includes azo system iron complex salt shown in chemical formula 1 (in the formula, R 1 - to R 4 - are each hydrogen atom, alkyl group, an alkenyl group, sulfonamide group, mesyl group, hydroxy group, an alkoxy group, acetylamino group, benzoylamino group, halogen atom, nitro group or aryl group; R 5 - is hydrogen atom, an alkyl group, hydroxy group, or alkoxy group; R 6 - is hydrogen atom, an alkyl group, hydroxy group, carboxyl group, halogen atom or an alkoxy group; n=0.70 to 0.99). The average grain diameter of primary particle crystal turned into micro-particles, by carrying out ultrasonic irradiation of the agglomerate is, even at a maximum, 3μm.
