To shorten a metering time by devising a meter side in terms of software, and to decrease the number of metering units as a result while maintaining manufacturing capability of a bag-making filling device, or to eliminate the need to increase the number of metering units even when manufacturing capability is enhanced.SOLUTION: A meter for bag-making filling device comprises: a feed cylinder 7 which can feed a raw material through rotation on an axis; a motor 21 which rotates the feed cylinder 7; a metering bucket 29 into which the raw material sent out by the feed cylinder 7 is fed; a load cell 37 which measures the weight of the raw material fed into the metering bucket 29 as a current feed amount; and a controller 53 which controls the motor 21 based upon the weight of the measured raw material to change a feed speed by the feed cylinder 7. The control 53 switches the motor 21 to PID control in the middle of feeding to perform the PID control in the final stage.SELECTED DRAWING: Figure 3
