Component (B): at least one kind of an alkyl phosphate, an alkyl phosphate salt, a polyoxyalkylene group-containing alkyl phosphate, a polyoxyalkylene group-containing alkyl phosphate salt, an alkyl sulfonic acid, an alkylsulfonate salt, a dialkylsulfosuccinic acid, and a dialkylsulfosuccinate salt. Component C: an ester of at least one kind selected from a monohydric alcohol, a polyhydric alcohol, and an alkylene oxide adduct thereof and an aliphatic carboxylic acid.SELECTED DRAWING: None
