To provide a polyisocyanate composition that has excellent dispersibility when dispersed in water and a basis containing water and also excels in appearance, hardness, water resistance and solvent resistance when formed into a film.SOLUTION: A polyisocyanate composition has (A) a polyisocyanate induced from at least one diisocyanate selected from the group consisting of an aliphatic diisocyanate and an alicyclic diisocyanate, and (B) a silicon-containing compound represented by general formula (I). The polyisocyanate composition has isocyanurate groups, uretdione groups, uretonimine groups, and iminooxadiazine dione groups. The molar ratio of the uretonimine groups to the isocyanurate groups is 0.001 or more and 0.1 or less. The molar ratio of the iminooxadiazine dione groups to the isocyanurate groups is 0.001 or more and 1.0 or less.SELECTED DRAWING: None
