PROBLEM TO BE SOLVED: To provide: a sheet which has high conductivity in the thickness direction thereof, is also excellent in gas permeability, water repellency, corrosion resistance and flexibility, and can be suitably used in an electrode of a fuel cell or the like; an electrode; and a fuel cell.SOLUTION: A sheet comprises polytetrafluoroethylene, carbon black and graphite. The polytetrafluoroethylene has a standard specific gravity of 2.14 to 2.28, and the total amount of the carbon black and the graphite exceeds 35 mass% of the total amount of the polytetrafluoroethylene, the carbon black and the graphite.
