PROBLEM TO BE SOLVED: To provide a packaging bag enabling a user to simply hold a surface sheet in opening a gusset packaging bag, and capable of being smoothly opened without distributing a force when opening, and to provide a method for manufacturing the same.SOLUTION: A packaging bag 10 comprises: a surface part 11; a bottom surface part 12; and a folding part between the surface part 11 and the bottom surface part 12. The surface part 11 and the bottom surface part 12 include: a tip end seal part 19 formed in a belt-like shape on right and left end parts in an area separated from one end; and a rear end seal part 20 formed in a belt-like shape on right and left end parts in the other end part. The surface part further includes: side end seal parts 15 and 17 formed in a belt-like shape from the tip end seal part to the other end in both the side end parts, a release material is provided in an inner surface of the surface part in an area from one end of the packaging bag to the tip end seal part 19, and an inner surface of the bottom surface part and the opposite surface of the folding part are bonded each other.
