PROBLEM TO BE SOLVED: To enable to access the inside of a pipe even if a cutting portion of the pipe is restricted to one portion.SOLUTION: A pipe holding device 2 holds a pipe to access the inside of the pipe by cutting one pipe out of a plurality of arranged pipes P. The pipe holding device includes: a fixing frame 5; a pair of first holding members 6 that are provided in the fixing frame 5 for holding the pipe on both cutting portion sides of the pipe P1 to be cut; a second holding member 7 that is provided in the fixing frame and holds a pipe P different from the pipe to be cut; and a moving mechanism 8 that makes one of the first holding members move in a direction perpendicular in an extension direction of the pipe.
