PROBLEM TO BE SOLVED: To provide a subsurface prospecting device and subsurface prospecting method capable of achieving a long probe distance by using an electromagnetic wave, and performing probe even under a ground water level.SOLUTION: The subsurface prospecting device has a transmitter 2 for transmitting an electromagnetic wave to the subsurface, a receiver 3 for receiving an electromagnetic wave W transmitted from the transmitter 2 and transmitting through the underground, and a PC 5 as a determination device for determining underground physical properties from the measured values of the velocity and amplitude of the electromagnetic wave received by the receiver 3. One of the transmitter 2 and the receiver 3 is arranged over the ground surface, and the other is arranged in a buried pipe P in the subsurface.
