PROBLEM TO BE SOLVED: To prevent a dielectric elastomer layer from being torn when a sheet body is wound to a core material even if the dielectric elastomer layer of the sheet body is made thin.SOLUTION: A manufacturing method of an actuator includes: a first process for forming a sheet body 1 by alternately overlapping a plurality of dielectric elastomer layers 5 and a plurality of conductive rubber layers 6 (6a and 6b) in a thickness direction; and a second process for making the sheet body 1 in a spirally wound state by winding the sheet body 1 formed by the first process around a core material 9. When the sheet body 1 formed by the first process is wound around the core material 9 in the second process, the sheet body 1 becomes a state where it is formed by the plurality of dielectric elastomer layers 5 and the plurality of conductive rubber layers 6. Even if the plurality of dielectric elastomer layers 5 of the sheet body 1 are made thin, thickness of the whole sheet body 1 is suppressed to become excessively thin.
