PROBLEM TO BE SOLVED: To provide a security map creation method that discloses real-time information that suits to conscious and ownership of local residents.
SOLUTION: A portable terminal 10 carried by a local resident generates and transmits a transmission signal based on a position information signal obtained from a signal from a GPS reception part 102, information data on security input by user input operation, and data from a camera 108. The data transmitted from the portable terminal 10 is received by and stored in a data server 30 via the Internet 50. The data server 30 collects the stored data on the same location in the same area and the same time zone, calculates the total votes in the entire area, and creates a security map on which the result is indicated on the area.
