PROBLEM TO BE SOLVED: To provide a conductive roller that effectively prevents the contamination of other members getting in contact therewith, achieves low hardness and low electric resistance, and exhibits excellent toner transfer property by control of the cells of a conductive foam. SOLUTION: The conductive roller includes an arbor and a conductive foam formed on an outer peripheral face thereof, wherein a rubber component in the conductive foam includes a three-phase rubber composition prepared by blending 35-50 pts.mass of epichlorohydrin rubber, 25-35 pts.mass of ethylene-propylene-diene copolymer rubber and 25-30 pts.mass of acrylonitrile-butadiene rubber, and the conductive foam has no coating layer on a surface thereof and has an Asker C hardness of 30-36°, an electric resistance value of 10 6 -10 7 Ω, an average surface cell diameter of 100-200 μm and a number of surface cells of 50-120/1.5 mm 2 .
