PROBLEM TO BE SOLVED: To provide an antistatic and anti-glaring coating composition that excels in hard coat characteristics, and can easily form an antistatic and anti-glaring layer having both of excellent anti-glaring and antistatic performance. SOLUTION: This coating composition forms the antistatic and anti-glaring layer by coating the composition on a transparent substrate, in which the composition includes a first, second and third components. The first component is an acrylic copolymer which contains an unsaturated double bond, the second component is a monomer which contains a polyfunctional unsaturated double bond, and the third component is a monomer, oligomer or resin that has surface resistivity of ≤1.0×10 12 Ω/sq. and a solubility parameter (SP 3 ) of ≥12.8, and the third component is another one different from the first and second components.
