PROBLEM TO BE SOLVED: To provide an absorber which is thin and soft and is excellent in liquid absorptivity and the manufacturing method. SOLUTION: The absorber is equipped with a lower absorbent layer 2 containing a pulp fiber and a highly absorbent polymer and an upper absorbent layer 3 which overlies the lower absorbent layer 2 and is made of a nonwoven fabric containing the highly absorbent polymer, and the lowermost layer of the upper absorbent layer 3 has the fiber density higher than the uppermost layer. The nonwoven fabric is one of the spunlace nonwoven fabrics which comprise an airlaid nonwoven fabric, an air-through nonwoven fabric, or a fibrous material and is formed by applying a high-pressure water flow from one side of webs, and a net surface disposed on a net in manufacturing the nonwoven fabric preferably faces the lower part absorbent layer.
