PROBLEM TO BE SOLVED: To provide a new instrument and a system for placing a material into bone, controllably conveying filling material into bone. SOLUTION: The system 10 and method for expanding a cannula 30 through soft tissue and conveying a material into bone to establish a subcutaneous access path into a cancellous bone. The material is introduced into the cannula 30. In the system 10 and method, a tamping instrument 108 is moved forward through the cannula 30, and the material existing in the cannula is pressed to the bone.
