PROBLEM TO BE SOLVED: To provide a technology capable of applying time shift distribution to stream data without causing a large delay even when a decoder receives the stream data via a network.
SOLUTION: An index information generating section 121 of a storage server 120 generates index information to specify a reproduction start time from stream data distributed from an encoder 110, and transmits the generated index information to a distribution server 150 via a management server 140, and the distribution server 150 associates the index information with the stream data and distributes the resulting information to a decoder 160 as content information.
