PROBLEM TO BE SOLVED: To transparently change over a server desired by a client by dynamically selecting it without needing a management server or without imposing a processing load for specifying the server on a client terminal when selecting and accessing a plurality of servers. SOLUTION: Servers 3a-3n are composed by installing totally identical IPv6 anycast address and multicast address, and access from a terminal 1 uses the anycast address. When it is determined for a request file from the terminal 1 that the file cannot be provided, the servers 3a-3n transmit the file request content to other servers by using the multicast address, and annunciate the unicast address of the server having first received the feasibility of provision to the terminal 1 as routing information. After receiving the routing information, the terminal 1 transmits a message to the anycast address by attaching an IPv6 expansion header using the received anycast address for routing information.
