PROBLEM TO BE SOLVED: To provide a digital image decoder in which concealment performance can be enhanced for an error block, and to provide a digital image decoding method.
SOLUTION: The digital image decoder comprises a means for determining the scene change of a video image represented by image data when an error of encoded image data is detected by an error detecting means, a means for determining the pattern of a video image represented by the encoded image data when an error of encoded image data is detected by the error detecting means and the scene change determination means has determined that it is not a scene change video image, and a means performing different error concealment processing in correspondence with the case that the image data are determined as a scene change video image, the case that it is determined as a pattern image, and the case that it is not determined as a pattern image and generating decoded image data for a block where an error is detected.
