PROBLEM TO BE SOLVED: To delay no swivel control of a head light relative to traveling circumstance of a vehicle and front road circumstance, to impair no front visibility of a driver by appropriate responsibility and to give no incompatible sense. SOLUTION: The preceding swivel preceding control (step S111) by existence of steering of a steering wheel by a driver (step S109), requirement or non-requirement of swivel preceding control based on vehicle speed SPD and front side road information DNAVI (step S110) and size of deviation "ESWC-SWC" of a presumed swivel control angle ESWC and a swivel control angle SWC (step S112), the swivel control for gradually varying from the presumed swivel control angle ESWC to the swivel control angle SWC (step S114) and the swivel control based on a steering angle STA and the vehicle speed SPD (step S115) are executed tempering with an appropriate filter.
