Filling device comprises a second chamber portion having a first chamber portion having a first cross-sectional area, and a second cross-sectional area smaller than the first cross-sectional area. The second chamber portion is in communication with the first chamber portion. The first chamber portion is provided with an inlet for receiving material into the filling device, and the second chamber portion comprises an outlet for discharging the material from the filling device. The first plunger is to pass into the first chamber portion being sized so as not to pass through the second chamber portion. The second plunger is sized to pass through the second chamber portion from the internal bore of the first plunger. In use, the first plunger, the material in the first chamber portion is discharged towards the outlet through the second chamber portion, the second plunger discharges the material in the second chamber portion from the outlet.
