PROBLEM TO BE SOLVED: To provide an optical fiber having an improved bending characteristic and its manufacturing method. SOLUTION: In forming the optical fiber 10-1 having a wholly fiber structure, a preform 100 is formed in such a manner that the inner diameter of a vacancy 10h attains the inner diameter within a range from ≥3 to ≤10 μm.
