PROBLEM TO BE SOLVED: To provide a composition capable of suppressing bad action of a liquid-dissolved-organic substance in order to effectively utilize waste containing the liquid-dissolved organic substance disposed and capable of preventing worsening, etc., of the fluidity of fresh concrete, the strength and durability of cured concrete. SOLUTION: A This concrete composition using waste matter is obtained by mixing cement with a waste matter containing a liquid-dissolved organic substance and water. Since the liquid-dissolved organic substance is absorbed in activated carbon and bad action of a liquid-dissolved organic substance is prevented by compounding cement with activated carbon, the waste matter containing the liquid-dissolved organic substance can usefully be utilized as the composition.
