PROBLEM TO BE SOLVED: To efficiently multiplex ISDN information and private line information and to provide a subscriber interface for integrated access which is efficiently multiplexed by stopping a connection by a subscriber interface between an exchange and a private line device. SOLUTION: A single or plural pieces of private line information which are inputted through an inter-network interface 13 and a single or plural pieces of ISDN information which are inputted through an inter-network interface or a narrow-band ISDN subscriber interface 101 are mapped onto a broadband ISDN frame 91 by using a built-in 64 kb/s switch 102 and the ISDN frame 91 is used to provide service having public service 99 and dedicated service 98 integrated.
