PROBLEM TO BE SOLVED: To provide an intermediate transfer member which generates no image inferiority caused by physical level difference even when a fiber reinforced body is used and which can realize simplification of manufacturing processes and reduction of cost while making the most of features which a rubber belt has and to provide an intermediate transfer device using the same. SOLUTION: The intermediate transfer member of an endless belt shape is disposed between an image forming body and a recording medium, is circularly driven by a driving member, temporarily transfers and holds a toner image formed on an image forming body surface onto its surface and then transfers it onto the recording medium and further has a fiber layer which is formed by winding strip-shaped fiber in a spiral shape and an elastic layer which is laminated on one side or on both surfaces of the fiber layer.
